Institutional Open Access mandate of the University of Girona, approved by the Governing Council in session no. 5/2021 of 19 April 2021. The University of Girona has been committed to open access since signing the Berlin Declaration on Open Access to Knowledge in Science and Humanities1 in 2010. This declaration, led at the time by the Max Planck Society, was the first to take a stand on free access to knowledge through the use of institutional repositories and publication in open access journals. This declaration was the seed for the first Institutional Open Access Policy of the University of Girona, approved in 2012 by the Governing Council, which encouraged and recommended researchers to advance in open access publication, following the line defined in 2010 by the Interuniversity Council of Catalonia (CIC). Since the Berlin Declaration, the progressive evolution of the Open Access movement (hereinafter OA) confirms that we are currently facing a paradigm shift with respect to traditional scientific publication that will become a structural and global change in the way of understanding research and the dissemination of research results. It must be open, collaborative, transparent and accessible, ultimately pursuing a greater impact on research results and a return for society. The success of the OA movement has been made possible by the legislation represented by the implementation of Article 37 of the Law on Science, Technology and Innovation, and especially the position of the European Commission. This means that OA occupies the agendas of the funding agencies, or the conferences of rectors of the universities of all member states. In the case of Spain, the CRUE (association of Spanish universities) has positioned itself with “Commitments of Universities to Open Science” where it encourages all universities to make this transition to the new model. At the same time, from 2020 onwards, all European and national calls for research grants urge researchers to publish in open access and to openly offer the data used in the funded research project. This scenario, therefore, requires the University of Girona to make the definitive change towards open access from 2021 as required by the European Commission

Mandat institucional d’Accés Obert de la Universitat de Girona, aprovat en Consell de Govern en sessió núm. 5/2021 de 19 d’abril de 2021. La Universitat de Girona està compromesa amb l’accés obert des que el 2010 va signar la Berlin Declaration on Open Access to Knowledge in the Science and Humanities, liderada en aquells moments per la Max Planck Society. Aquesta declaració va ser la llavor de la primera Política institucional d’accés obert de la Universitat de Girona, aprovada el 2012 pel Consell de Govern. Des de la Declaració de Berlín, l’evolució progressiva del moviment Open Access (d’ara endavant OA) ens porta a afirmar que actualment ens trobem davant un canvi de paradigma respecte a la publicació científica tradicional que esdevindrà un canvi estructural i global de la manera d’entendre la investigació i la difusió dels resultats de la recerca. Aquesta ha de ser oberta, col·laborativa, transparent i accessible perseguint, en definitiva, un major impacte dels resultats de la recerca i un retorn a la societat. L’èxit del moviment OA ha estat possible per l’aixopluc legislatiu que ha representat el desplegament de l’article 37 de la ’Ley 14/2011, de 1 de junio, de la Ciencia, la Tecnología y la Innovación’ i especialment el posicionament de la Comissió Europea que ha provocat que l’OA ocupi les agendes de les agències de finançament, o les conferències de rectors de les universitats de tots els estats membres. En el cas de l’Estat, la CRUE s’ha posicionat amb la redacció dels “Compromisos de las Universidades ante el Open Science” on encoratja a totes les universitats a fer aquesta transició al nou model. A la vegada, a partir del 2020 totes les convocatòries europees i estatals d’ajuts a la recerca insten als investigadors a publicar en accés obert i a oferir en obert les dades utilitzades en la recerca objecte del projecte finançat. Aquest escenari, doncs, fa necessari el posicionament de la Universitat de Girona per a realitzar el canvi definitiu cap a l’accés obert a partir de 2021 com requereix la Comissió Europea
