Proposta de marc regulador per la creació de plans de contingència per a platges en temps de pandèmia i post-pandèmia

El virus Covid-19 ha suposat una problemàtica per a persones, negocis i entitats públiques. No hi ha un precedent de com s’ha d’actuar enfront d’una pandèmia mundial, i les mesures a aplicar són decretades per prova i error. Sectors com el turístic han patit molt, i les zones costaneres, on es treballa per temporada, necessiten solucions. L’objectiu d’aquest treball és proporcionar als usuaris un model de gestió de platges segur en temps de pandèmia i post-pandèmia. Per assolir-ho s’han estudiat tots els factors determinants a l’hora d’aplicar mesures perquè siguin efectives i acceptades. També s’ha consultat l’opinió als usuaris, per tal de mesurar amb dades reals l’impacte de certes decisions. És complicat trobar una mesura que sigui molt eficaç i que sigui acceptada, donat que la gent no vol que la seva experiència turística es coarti o empitjori. La recerca ha originat, finalment, un marc regulador per a plans de contingència segur, amb acceptació i adaptable per a les platges de Catalunya

The Covid-19 virus has been a problem for people, businesses and public entities. There is no precedent for how to act in front of a global pandemic, and the measures to be taken are decreed by trial and error. Sectors such as tourism have suffered greatly, and coastal areas, where work is seasonal, need solutions. The aim of this project is to provide users with a secure beach management model in pandemic and post-pandemic times. To achieve this, all the determining factors in applying measures to make them effective and accepted have been studied. The opinion of the users has also been consulted, in order to measure with real data the impact of certain decisions. It is difficult to find an effective measure that is accepted, since people do not want their tourist experience to get worse. The research carried out has finally resulted in a regulatory framework for safe, acceptable and adaptable contingency plans for the beaches of Catalonia
