Polítiques cuturals i educatives a Catalunya: dificultats de la interrelació

There has not been great deal of analysis about the relationship between cultural and educational polices in Catalonia. In the context of present day society, however, knowledge, artistic and cultural practices and communication play a highly relevant role and it is therefore important to investigate how educational models and models of cultural transference have been socially articulated. Our hypothesis is that the juridical frame established between 1980 and 2010 does not satisfy the current social demands on education and culture. Significant international political speech on the field of education and culture (such as that of UNESCO; EU; etc.) claim for an advance in more coordinated and complementary polices. Local innovative projects, on the other hand point at some guidelines and stress the potential of a more cooperative approach between the cultural sector and the educational sector. Unfortunately, they have not succeeded to go beyond the threshold of good practices and become a more generalized standard. The aim of our investigation is to identify the diverging factors and indicate the difficulties of such an interrelation on the basis of studying the law in both the educational and the cultural field, and an analysis of qualified opinions of experts, technicians and politicians

Les relacions establertes entre les polítiques culturals i educatives a Catalunya han estat en general poc investigades. En el context de la societat actual les pràctiques artístiques i culturals i la comunicació tenen un paper rellevant per això és important estudiar com hem articulat socialment, els models educatius i de transferència cultural. Partim de la hipòtesis que els marcs jurídics establerts entre 1980 i 2010 no responen a les demandes educatives i culturals del present. Els discursos polítics internacionals recomanen avançar en polítiques més coordinades i complementàries. Els projectes locals innovadors assenyalen les orientacions i constaten les potencialitats d’aquest plantejament de treball cooperatiu entre el sector cultural i l’educació però no aconsegueixen superar el llindar de les bones pràctiques i generalitzar-se. L’objectiu d’aquesta investigació ha estat identificar els factors de divergència i demostrar les dificultats de la interrelació a partir de l’estudi de les lleis d’educació i cultura, i l’anàlisi de l’opinió qualificada d’experts, tècnics i responsables polítics
